(I'm assuming the telnet client is running on Windows.) In the first place, the telnet program should perform an orderly termination of the TCP/IP connection, if a) the telnet program is closed, or b) Windows is shut down properly. This will NOT help, though, if the SIGHUP signal is ignored (trapped) on the Unix end.
Secondly, the telnet client can prevent client-side quitting. This forces the
user to properly 'exit' from the Unix system.
Anzio (out telnet client) has both these features.
Of course, nothing will help of they just "turn it off and go home".
